Chief Executive Officer (CEO)

Our Chief Executive Paul Lowe, is a civil servant who is personally accountable to the Scottish Ministers for the economic, effective and efficient operation of Scottish Forestry. 

The Chief Executive is also appointed as the Accountable Officer for the agency, and the responsibilities of that role are set out in our Framework document.

About Paul

Paul Lowe joined Scottish Forestry in July 2023, bringing with him extensive experience as a public sector CEO.

He has a proven track record of strategic leadership within complex operational environments, delivering quality services to customers.

In a public sector career spanning over 26 years he has held roles in a number of organisations including the National Health Service, Department of Work and Pensions, Scottish Courts and Tribunal Service, the Crown Office and Procurator Fiscal Service, and in Scottish Government.

He was appointed Chief Executive of the Student Awards Agency Scotland in 2016, a role he held for three years, and more recently for four years he was the Chief Executive / Registrar General for Scotland and Keeper of the Records of Scotland at National Records Scotland.
