Summary

The specific objectives of the evaluation were:

• To assess the performance of the projects against the agreed aims, objectives and outcomes set out in their respective business plans
• To identify and assess other unintended or wider rural development outcomes that have emerged over the lifetime of the projects
• To evaluate from an economic perspective the full range of financial, social and environmental effects, including wider halo effects
• To ensure a consistent approach to the evaluation of both projects that will enable comparison of their outcomes and effectiveness across the main fields of delivery
• To provide advice on the appropriateness, ease of use and further development of the framework for evaluating other rural development projects
